"It basically throws the rules of court out the window, that allows them to identify you solely based on the vehicle," said Anthony Rickman, a lawyer who has challenged red light camera tickets for clients in Pinellas County.

Rickman argues the cameras allow courts to ticket drivers based only on a picture of the driver's car, and the burden is on the driver to prove they weren't behind the wheel.

Rickman believes the revenue provided is part of the reason the cameras are becoming more widely used. But he says the downside is that cameras don't always show the true story."If you make a left turn and you're out at the intersection, and a person runs a yellow light and you're stuck there until it turns red, you're forced to turn and run a red light," Rickman said.
