TBO is reporting Lawmakers in Tallahassee are pushing for a program that would give youthful law-breakers an opportunity to avoid arrest records by introducing civil citations instead of standard criminal arrests. These citations would be issued for non-violent crimes and would have children and teens enter social service programs rather than the criminal justice system.
